The second meeting of the newly constituted National Commission for Minorities (NCM) held on June 22, 2017 directed that "minority communities may be made aware that the Commission is mandated to look into matters regarding constitutional safeguards for the protection of minority rights.” A summary of the minutes circulated, among others, to the Press, stated that 
"the chief ministers of all states have been requested to publicize… that the Commission is available as a forum for the rights of minority communities.” The minutes of that meeting also note that the secretary of the Commission Amarendra Sinha has written to the chief secretaries of all states requesting that they should advice all district magistrates / deputy commissioners to instruct the local administration to issue minority caste certificates to all minority communities. This was pursuant to "several complaints from members of Jain community… regarding non issuance” of such certificates.
At the first meeting held on June 8, it was decided that meetings would be held on the first and third Tuesday of each month "or as decided by the Commission.”

The Commission is chaired by Syed Ghayorul Hasan Rizvi, a Bharatiya Janata Party member and former office holder. Besides Dastoor, the members include Sulekha Kumbhare (Buddhist representative), George Kurian (Christian) and Sunil Singhi (Jain).
