Who will pay the arrears?

The Parsi Lying-In Hospital (PLIH) has been in disuse for over 30 years. I have been a member of the Hospital Managing Committee (MC) for less than 10 years and efforts have been made by many to "revive” the institution.
Advocate Khushru Zaiwala feels: "More funds will be generated by the Bombay Parsi Punchayet (BPP) worth crores every year from PLIH by simply giving the rooms to individual doctors and allied medical faculty on registered license.”
How much will Parsi doctors pay? Has any cost analysis been done? Most Parsi doctors already have their rooms at various hospitals. But it would be worthwhile to have some estimates. There is an order of the collector demanding payment of Rs 3,53,26,989 as arrears of lease rent in respect of the PLIH property. The PLIH has no funds. If the said amount is not paid the Hospital building will be attached. Who will pay these arrears? The Parsi doctors? Those keen on saving Parsi properties?
The property is in a state of total disrepair. The Bombay Municipal Corporation has sent notices. Will Parsi doctors be willing to take up consulting rooms in a dilapidated building or first pay for its major repairs?
Genuine, viable and sustainable solutions are welcome.
