Engineer greeting Prime Minister Indira Gandhi was taken in 1984 as per the caption in the book Farokh The Cricketing Cavalier by Colin Evans. Maneck Davar, former publisher of Wisden Asia Cricket magazine informs us the photo was taken in 1972.
